Ryanair - excess charge when you dont have an excess?

overall i enjoyed the flight as the air hostesses were quite friendly, what i did find digusting was the fact that on the way back from Girona, Bacelona, we was made to wait nearly an hour before the checking in staff came to the desks, THEN after she weighed my bags she explained to me I was 2kilos over for hand luggage, so I asked "can i empty some items into another bag and check that in" she explained "yes but you will have to queue again, I could check it in also for you and this will cost you 18euros" I thought "ok, 18euros so i don't have to queue again, fine." As I walked over to pay for this 18euros excess I looked down on the bill she gave me stating "88euros" I got so angry I immediately ran back over to the desk to grab my bag and of course she had already checked it in and told me "I can bring your bags back but it means you won't be able to fly because we have to go through alot of bags" If I knew it was 88euros I would of rather queue again, she did not explain clearly also her accent made it difficult to understand, she said I could complain to the ryan air desk where I had to pay my 88euros as she held my boarding pass hostage! As I explained my situation to the man at the desk he told me that he believes his colleague. You can imagine how frustrated I was as I walked through to the departure lounge, sat down and realised why she was so quick to check my bags in making me 7kilos over weight instead of suggesting other ways so I wouldn't have to pay i.e. loading some into another bag and checking that bag in instead and still take it in as hand luggage. An ex that works for another cheap flight coming told me that he got to keep the money that people pay for excess, as like for tips. As I sat there shaking my head laughing to myself, I now know why.
